The Heiton, named for its noted architects, will offer guests a unique blend of heritage, comfort, and contemporary design in the heart of Perth.The vision is to create a 74-suite hotel with a luxurious lounge and unique events spaces, breathing new life into this historic structure while preserving its character.

As the building transitions into a new role within Perth’s hospitality landscape, it offers guests more than just a place to stay: it offers a chance to connect with the city’s history in a meaningful way. Whether admiring the stained glass, socialising in the former courtroom, or simply enjoying the view from the turret, visitors will be immersed in a space that has shaped - and been shaped by - generations of Perth residents.

Once you step through its gabled entrance, you’ll be surrounded by beautiful interiors, harmoniously blended with the latest comforts and technology.  Its sensitive conversion will retain the nuance of its former uses, from the grandeur of the courtroom to the atmospheric former holding cells, preserving its original charm alongside discreet technology and beautifully-planned spaces. 

Who is Building Your Hotel?

Lock Terrace Ltd, incorporated in 2023, is the new development entity of Tariq Usmani MBE and Kashif Usmani, former directors of Henley Homes plc.

 

The Usmani brothers have over three decades of experience, focussed on mixed-use residential schemes, hotel development and construction. In their time, they have achieved over 50 industry awards in recognition of aspects including regeneration, design excellence and investment potential.

 

Their commitment to the community within which they live and work is demonstrated by their registered charity, Better Community Business Network, founded in 2011. The charity is close to their hearts and aligns with their ethos and philosophy, as well as reflecting in their business affairs.

 

Tariq and Kashif have extensive experience in delivering award-winning mixed-use developments, listed buildings, and hotels. Their hotels are operated under the Rogue City Hotels brand, and their future pipeline includes, amongst others, The Delta in Nine Elms, London SW8 – a proposed 143-bed hotel with 35,000 sq.ft of office space in a new building

A New Beginning

The Heiton responds to the need for high-quality hotel accommodation in Perth city centre.

 

The proposed transformation is sensitive to the building’s heritage. Plans include restoring key architectural features, such as the timber panelling and vaulted ceilings, and opening up the former Council Chambers and courtroom to the public. The vision is to create a 74-suite hotel with a luxurious lounge and unique events spaces, breathing new life into this historic structure while preserving its character. The suites are each designed to offer a restful retreat with many offering views of the River Tay or the bustling High Street, and each include a micro kitchen enabling ultimate flexibility.  

Much creative thought has gone into the Rogue City Hotels brand concept and development. Our hotels are based in city centre locations with an ‘edited service’ model.

 

‘Edited service’ removes underused discretionary areas such as restaurants, bars, and gyms, as these are available in abundance within the city centre. Our focus is on a fantastic hotel experience with an exceptional quality of service. We thereby complement local businesses who provide a variety of high-quality dining and leisure options. Our hotels are regarded as catalysts: we attract visitors to local businesses, create jobs, and act as an economic multiplier for the local economy.

 

The hotel team will run historian-hosted tours of the former court spaces, so the community will be able to enjoy them.

It will be more than a place to stay: it’ll be a place to connect, reflect, and enjoy the best of Perth.
